近年来我国公路基础建设高速发展,主要采用DBB模式(“设计-招标-施工”模式),但这一模式不利于发挥设计和施工单位的主动性,逐渐暴露出一些问题。因此近年来在发达国家广泛使用的DB模式(“设计-施工”总承包模式)也在我国公路建设领域开始尝试,并在一些重大项目中得以实践。尽管DB模式在公路工程建设领域中有多显著优势,但也存在如发包人对设计最缺乏控制能力、承包人承担更大的经济风险等不足。本文探讨了在公路工程建设领域引入设计监理制度,并开展DB模式的相关研究和推广,建立建全相关法律和政策层面的规章制度,使该模式在我国公路工程建设领域发挥更大效能。
In recent years, the rapid development of highway infrastructure in our country mainly uses DBB mode (“design-bidding-construction” mode), but this model is not conducive to giving full play to the initiative of design and construction units and gradually exposes some problems. Therefore, DB mode (“design-construction”) general contracting mode widely used in developed countries in recent years has also begun to try in the field of highway construction in our country and has been implemented in some major projects. Although the DB model has significant advantages in the field of highway engineering construction, there are some shortcomings such as the outsourcer has the least control over the design and the contractor assumes more economic risk. This article discusses the introduction of design supervision system in the field of highway engineering construction, carries out related research and popularization of DB mode, and establishes the rules and regulations of relevant laws and policies to make the model play a greater role in the field of highway construction in China.
