军队卫生装备最近我们收到不少读者来信来稿,集中反映了医院仪器设备管理方面的一些问题,体现了他们对改善现状的关切。总后卫生部首长对此也很重视,韩光部长1986年在进口医疗设备计划评审会上讲话中曾谈到:“过去总后卫生部药材处不论在战争年代还是在和平时期,对医疗设备是以供应为主,不大注意管理,对仪器使用效果知道得很少。现在要从过去单纯的供应转向管理,了解和调查医疗设备使用、管理情况。”1987年他在全军医疗设备管理训练班上讲话时又指出:“全军医学科学技术领域所取得的具有国内外先进水平的成果是和具有较先进的装备手段分不开的。”、“随着医疗设备的迅速发展,提高医疗设备的管理水平,已成为医疗设备建设的新起点”,“加强医疗设备管理是摆在全军药材工作者面前的新任务、新要求,我们应当运用系统工程的原则,用系统分析的方法来进行管理。基本观点是着眼于整体、力争优化。”并指出:在医疗设备管理中,必须处理好以下关系即整体与局部;社会效益与经济效益;效率与效能;定性与定量;上级支持与自我发展,技术人才与管理人才的关系。当前,《军队主要医疗设备管理办法》(下称《管理办法》)正在全军试行。各大单位也陆续在办贯彻执行《管理办法》的训练班。为使《管理办法》的试行落到实处,促进我军医疗设备管理的科学化、现代化,本刊将陆续刊登部分来稿,以达传播信息,探讨问题,交流经验,改进工作的目的。预期我军医疗设备管理的新局面即将到来。 Military health equipment recently received a lot of letters from our readers, which focused on some problems in hospital equipment and equipment management and reflected their concerns about improving the status quo.
