美国空军新一代主力战斗机ATF项目从一开始就受到了广泛的关注,自1991年4月F-22“猛禽”战斗机成为ATF的获胜者以来,一直都是军事媒体的宠儿。冷战结束对于美国来说是一个喜讯,但对F-22的命运来说却是一个噩耗,采购数量一减再减,从一开始的750架,到最后只有187架。“猛禽”的拥护者和反对者进行了长达十几年的激烈交锋,尤其是2009年4月6日美国国防部长盖茨决定停产F-22,到2009年7月31日美国国会最后同意这一决定之时。反对者们对“猛禽”的攻击,主要集中在费用高昂上,又特别强调了维护问题,对此,美国空军照例进行了反击。这些针锋相对的论战,让人不禁产生了很多联想。
