建立社会主义市场经济体制改革的大潮,冲击着金融体制的改革。处于金融体制改革和同业竞争第一线的办事处一级金融机构,既是银行相对独立的基层金融机构,又是金融体制改革前沿的基层企业。因此,搞好办事处一级金融机构的内部经营企业化管理,就为国家专业银行向国有商业银行的转变奠定了坚实的基础。在金融体制改革的新形势下,办事处一级基层金融机构如何推进企业化目标管理,既是一个迫切的现实问题,又是一个具有深远意义的问题。基于以上两点,本文欲通过办事处的管理实践,对这一级基层金融机构的内部经营企业化管理从推进柜(业务专柜)组(业务组)所(储蓄所)经营目标责任制这个侧面和其运作方法作些初探。
