表决制度历年来都是国际会议和国际组织中一个重要而且又十分敏感的问题,它是国际组织决议和建议或国际会议中公约草案产生效力必经的法律程序或程序性规则,认真分析并灵活运用表决制度是当前国际交往中各国共同关注的问题。目前,表决制度存在三大发展趋势,即全体一致规则适用的情形下降,平等投票权的变动,多数投票规则的多样性。本文对此试作简要的分析和探讨。
The voting system has been an important and very sensitive issue in international conferences and international organizations over the years. It is a legal or procedural rule that must be validated in draft resolutions and recommendations of international organizations or in international conferences. It must be analyzed carefully and flexibly The use of the voting system is a common concern of all countries in current international exchanges. At present, there are three major development trends in the voting system, namely, the decline in the application of the general agreement, the change in the equal voting rights, and the diversity in the majority voting rules. This article is a brief analysis of this trial and discussion.
