总结特区十年经验,展望未来,我们认为,特区经济运行机制,在坚持国家宏观调控的前提下,应当从市场调节为主向特区市场国际化转变。坚持以国家宏观调控为前提现代任何国家的经济运行,都有程度不同、方式不一的国家宏观调控。因为这是社会化大生产和发达商品经济的客观要求。有的西方国家,如日本、法国比较重视计划调节,而且取得良好效果。我国经济特区是我国生产社会化程度较高、商品经济最为发达的地区。其经济有异于我国内地,也有异于资本主义国家,它的发展必须置于国家宏观调控之下,既充分发挥市场调节的作用,并以国际市场为导向,而又不能盲目无政府状态地发展。
