宁波已进入老龄化社会。调查显示,企事业单位发展一方面需要通过返聘有经验的人士来解决人才的短缺,而另一方面则有相当部分职工想提前退休,但在学历技能较高的人群中,选择延长退休年龄的比例在增大。经分析,实行人才退休年龄弹性政策,不会影响就业,并且有利于养老保险账户的平衡。建议尽早进行人才退休年龄弹性政策试点,科学研判退休年龄的弹性范围,差异化确定提前退休和延期退休的养老金水平,规定一旦退休就限制进入就业市场。
