IT业经过了近半个世纪的发展,在IT项目管理方面始终存在着两大普遍性问题,同时伴随着管理上的误区,至今尚未出现具有普遍适用性的有效解决方法。通过对问题产生原因的分析,根据实践经验提出了“任务核心论”这一管理思路,并以此为原则在组织层面建立了一套IT研发项目管理体制及运作机制,为上述问题的解决进行了一次初步的具有普遍意义的方法探讨;然后以示例形式说明如何利用这套体制进行IT项目管理,并说明如何能够避免两大普遍性问题的发生。
After nearly half a century of development in the IT industry, there are always two general problems in the management of IT projects. At the same time, management misunderstandings have not yet appeared to be effective solutions that have universal applicability. Based on the analysis of the cause of the problem and the practical experience, this paper puts forward the management idea of “the core of the task” and establishes a set of IT R & D project management system and operation mechanism at the organizational level. In order to solve the above problems Solving Conducted a preliminary, methodological discussion of general significance; then, by way of example, shows how to use this system for IT project management and how to avoid two common problems.
