1998年5月,我们在充分考察论证的基础上,兴办起了科技示范服务基地——无棣鹏程金丝枣制品有限责任公司。经过一年来的运行,基地较好地发挥了示范引导作用,取得了明显的社会效益和经济效益。一、适应政府职能转变,立足示范服务办基地为积极探索一条既能促进政府职能转变,又能更好地服务经济建设的新路子,在借鉴外地成功经验的基础上,决定创办科技示范服务基地。通过创办基地,让机关干部直接参与生产经营,做给群众看、带着群众干,以达到转变政府职能、帮助农民致富的目的。针对我县农村农副产品特别是饮誉中外的“无棣金丝小枣”异常丰富而加工增值有限,农民种枣增产不增收等问题,我们把创办基地定位在小枣精深加工和就地转化增值上,成立了无棣鹏程金丝枣制品有限责任公司。
