晋江市是福建省东南沿海经济发达的新兴工贸城市,也是全国著名的侨乡和台湾同胞的主要祖居地之一。全市辖15个镇,1个国营农场,372个行政村(居);陆地面积649平方公里,海岸线长110公里;总人口近100万人,旅居海外华侨、华人和港澳台同胞210多万人,外来人口20多万人。晋江市公安局辖5个分局、12个派出所、5个边防所。侦防机制改革前,总警力542人,占总人口的5.5;刑警56人,占总警力的10.3%;派出所警力243人,占总警力44.83%,其中派出所刑侦人员54人,占派出所警力的22.2%。1992年至1996年,晋江刑事案件以每年上升500-1000起的发案数递增,1996年发案数已逼近5000起,其中杀人案件占泉州市1/3。面对日趋严峻的治安局势和刑事侦察工作承受的巨大压力,晋江市公安局对刑侦工作改革进行多次尝试,大致经历四个阶段:
