从“应试教育”转向“素质教育”,是我国新的教育国策。教育的根本目的是培养人的思想品质,是对一代社会主义新人的完美品质的塑造。艺术教育的目的是培养人的审美素质。学校音乐教育是进行美育的重要途径,它主要培养学生具有正确地感受美、鉴赏美、创造美的能力,对陶冶情操、净化心灵,培养高尚品德和健康丰富的感情有特殊的功能,是其他学科教育所不能替代的。
