建设党风廉政和反腐败法规制度体系,是一个庞大的系统工程,中央纪委有关负责人强调必须处理好四个关系: 一是处理好与宪法的关系。宪法是我国的根本大法,具有最高法律效力,制定任何法规制度都必须以宪法为最根本依据。
The system of building a clean government and an anti-corruption system is a huge systematic project. The responsible officials of the Central Commission for Discipline Inspection emphasize that four relations must be handled: First, the relationship with the constitution should be properly handled. The Constitution is the fundamental law of our country and has the highest legal force. The formulation of any system of laws and regulations must take the constitution as the fundamental basis.
