1989年全国人大常委会七届六次会议通过了《中华人民共和国传染病防治法》。1991年12月又经国务院批准,卫生部发布了《中华人民共和国传染病防治法实施办法》,这标志着我国的传染病防治管理工作已全面纳入了法制管理轨道。但是,由于受社会经济,文化水平等诸多因素的影响,目前各地在法的贯彻实施方面还存在不少困难和问题,离有法必依、执法必严、违法必究的要求还有很大距离。
In 1989, the 6th meeting of the Seventh National People’s Congress passed the Law of the People’s Republic of China on Prevention and Treatment of Infectious Diseases. In December 1991, with the approval of the State Council, the Ministry of Health issued the “Measures for the Implementation of the Law of the People’s Republic of China on the Prevention and Control of Infectious Diseases,” which indicates that the prevention and control of infectious diseases in our country has been fully incorporated into the legal management track. However, due to the influence of many factors, such as social, economic and cultural level, there are still many difficulties and problems in the implementation of the law all over the country. There is still a great demand from law enforcement, law enforcement and law enforcement distance.
