黑龙江卷烟工业开端于具有一百多年历史的哈尔滨卷烟厂的前身——葛万那烟庄,历经了一个多世纪的风雨沧桑和分分合合的历史变迁。整合与创新2003年前后,黑龙江卷烟工业正经受着前所未有的巨大挑战。在这个“星火闪现,难以燎原”的紧要关头,黑龙江卷烟行业带头人,现任黑龙江烟草工业有限责任公司董事长王殿贵针对省内卷烟企业小、散、弱的局面,提出“先托管,后合并”的发展思路,并创新提出“一总三分”的“总厂”模式。
