自2000年以来,我国纺织行业固定资产投资连续保持稳步增长态势,而随着东部地区的土地、劳动力成本、资源限制等行业发展制约因素的逐渐加剧,使得纺织行业梯度转移日渐明显。梯度转移的悄然突显,让深处西部地区的咸阳市看到了崛起和发展的机遇。面对新的发展机遇,咸阳市高度重视,并将纺织业列为重点发展的支柱产业,积极为纺织业的发展创造更大空间。为此,咸阳市政府于2006年出台了《“十一五”工业发展纲要》,《纲要》明确了咸阳市纺织服装业发展的具体思路,强调以科学的发展观为指导,抓住国内纺织业向中西部转移的机遇,以打造区域品牌为切入点,强力推动国企改革,壮大企业规模,完善产业链条,促进科研成果转化,发挥比较优势,做精做强棉纺织业,积极扶持印染业,大力发展服装和纺织装备制造业,推动全市纺织服装业全面持续快速发展。抓住机遇、创新发展,陕西省咸阳市这座著名的“老”纺织名城,正在借助新一轮的“春风”规划重构西部纺织辉煌的宏伟蓝图。
