发展创业经济是实现创新型国家战略任务的必要前提,是我国转变经济发展方式的必由之路,是实现经济结构调整和优化升级的根本途径,有利于扩大就业以促进经济稳定持续发展。我国现行创业政策体系存在的主要缺陷为创业政策缺乏整体协调性、政策取向核心不突出、缺乏灵活性。加快推进创业型经济发展扩内需保民生,应从以下方面努力:培养和提高公民的创业意识和创业能力;完善创业型经济发展政策法律体系;要对教育培训结构和体系进行研究与反思;重视引导和扶持农民创业经济发展;制订实现创新、创业、就业协调发展的创业专项计划;着力加强制度建设与创新,为创业型经济发展提供体制机制保障;大力推进以创业带动就业的积极就业政策。
The development of entrepreneurial economy is a necessary prerequisite for realizing the strategic task of an innovative nation, the only way for China to transform its economic development mode, the fundamental way to achieve economic restructuring and optimization and upgrading, and is conducive to expanding employment to promote stable and sustainable economic development. The main flaw existing in China’s current start-up policy system is the lack of overall coordination of entrepreneurial policies, the lack of flexibility in the core of policy orientation. To speed up the development of entrepreneurial economy and expand domestic demand for protecting people’s livelihood, efforts should be made in the following aspects: cultivating and enhancing citizens’ entrepreneurial awareness and entrepreneurship; improving the legal system of entrepreneurship-based economic development policies; conducting research and reflection on education and training structures and systems; And to support the peasants’ pioneering economic development; to formulate a special undertaking for entrepreneurship to achieve the coordinated development of innovation, entrepreneurship and employment; to make efforts to strengthen institution building and innovation, provide institutional and institutional guarantees for the development of an entrepreneurial economy; and vigorously promote a proactive employment policy that drives employment through entrepreneurship.
