江泽民同志所作的十四大报告中,我国沿用近40年的“国营企业”一词,已被“国有企业”取代。这“营”字变“有”字,细细捉摸一番,会发现它更能准确地揭示内涵,更能有力地克服原有概念带来的弊端,也更能鲜明地体现转换企业经营机制的改革宗旨。真是一字之改,其义深远。 汉字、汉词,虽有一宇多义、一词多义的情况,但具体用到语言表述上,其意义却都有较为严格的界定。这“营”字,放到“国营企业”中,就有“经营、管理”之义,也就是说,这类企业既为国家所有,又是由国家经营、管理的。
