考核是公务员任用和奖惩的基础,是增资晋级的依据,也是激励和监督的重要手段。各级政府及其部门能否按照客观公正、民主公开、注重实绩的原则做好这项工作,对于整个公务员制度的推行与实施有着直接的影响。1994年以来,各级政府按照国家人事部“先入轨,后完善”的统一部署,积极开展理论研究和《规定》的实施工作,考核的重要意义日渐为更多的公务员所认识、所接受,考核的科学体系也在各地各部门创造性开掘和艰苦探索中逐渐完善、成熟。然而,我们不能不看到,由于政治、经济、社会、文化等各种因素的制约,考核过程中也暴露出许多不容忽视的矛盾和问题。为使考核制度更加健康有效地推进,对其存在的问题、产生的原因和改进措施进行系统考察和研究是十分必要的。
