随着市场经济的发展,现行医疗保障体制已不适应当前经济形势,社会保障制度的建设重心必须由城市向城乡统筹转变。建立城乡一体化医疗保障制度,可以节省行政管理成本更好地实行筹资和控制。
With the development of market economy, the existing medical security system has not adapted to the current economic situation. The center of gravity of the social security system must be changed from urban to rural areas. The establishment of an integrated urban-rural medical security system can save administrative costs and provide better financing and control.
