Since the reform and opening up, Wenzhou has been a hot news spot in the country. Everything that has happened here attracts the attention of the people throughout the country. By the end of 1993, Wenzhou shouted the slogan of “Second Entrepreneurship.” Over the past two years, what new measures have they implemented and what new achievements have been made? Recently, the author accepted instructions from the editorial department and conducted a more in-depth visit to Wenzhou. The implementation of the second pioneering development strategy is an objective requirement of Wenzhou’s economic and social development. It has its extensive and profound connotation, and its center is the fundamental change in accomplishing the economic growth from a few to a qualitative one
