抗日战争全面爆发以后,中国共产党审时度势,深入分析了中日民族矛盾和国内阶级矛盾地位的变化,做出了建立抗日民族统一战线的重大决策,并科学把握了开明绅士这一阶层政治态度的变化。认为开明绅士是从地主阶级分化出来的、能够顾全抗日救国大局、支持中国共产党的政治主张、支持抗日民主政权、赞同减租减息政策的阶层,是中国共产党可以争取、团结和合作的对象。中共中央及时修改了陕甘宁边区选举政策,恢复开明绅士选举资格,完善了陕甘宁边区参政政策,确保开明绅士有职有权,调整了陕甘宁边区土地政策,保障开明绅士的经济利益,使陕甘宁边区开明绅士热情投入中国共产党新民主主义革命大业中,为边区抗日民主政权的发展巩固、夺取抗日战争和新民主主义革命的胜利做出了突出的贡献。
