1993年4月22日,《国际商报》头版大字刊载“墨西哥对我商品大规模征收反倾销税”的消息,对此我国经贸界人士颇感震惊。尽管这几年我国出口屡遭欧共体、美国等西方发达国家反倾销,但被一个发展中国家如此严厉地反倾销尚属首次。1991年,墨西哥首次对我国出口的陶瓷进行反倾销调查,当时根本未引起重视。事实上,墨西哥是最经常使用反倾销手段的发展中国家,甚至连美国负责反倾销案件审理的前任官员格里·赫里克在1992年1月递交给美国贸易紧急状态
On April 22, 1993, the front page of the “International Business Daily” printed the message “Mexico levied anti-dumping taxes on my goods on a large scale.” This was a shock to people in China’s economic and trade circles. Although China’s exports have been repeatedly dumped by Western developed countries such as the European Community and the United States in recent years, it is the first time that such a severe anti-dumping case has been imposed by a developing country. In 1991, for the first time, Mexico conducted anti-dumping investigations on ceramics exported from China, but it did not pay attention at the time. In fact, Mexico is the most frequently used developing country for anti-dumping measures. Even former U.S. officials in charge of anti-dumping cases, Gerry Herrick, filed a US trade emergency in January 1992.
