3月18日至21日,财政部在河南省南阳市召开了全国税利分流试点分析会。这次会议的主要内容是:分析税利分流试点的情况,总结经验,发现问题,研究改进措施,继续推动税利分流工作顺利进行。财政部财税体制改革司副司长刘克崮同志在会上作了重要讲话。他说,财政部自1987年提出税利分流试点方案以后,到1990年底,已在20多个省、区、市的部分地区进行了试点。几年来的实践表明,税利分流在理顺国家和企业的利润分配关系等方面取得了一定的成效,党中央和国务院领导同志对此是肯定的。因此,刘副司长要求试点地区坚定税利分流这一方向,实事求是地分析这几年的试点工作情况,并针对存在的问题提出改进意见。
March 18 to 21, the Ministry of Finance in Nanyang City, Henan Province held a pilot analysis of tax diversion. The main contents of this meeting are: analyzing the situation of diversion of tax revenue and profits, summing up experiences, spotting problems, studying improvement measures and continuing to promote the smooth progress of tax and diversion work. At the meeting, Comrade Liu Ke-yuan, deputy director of the fiscal and taxation system reform department of the Ministry of Finance, made an important speech. He said that after the Ministry of Finance put forward the pilot program of diversion of profits and taxes in 1987, by the end of 1990, the pilot projects have been carried out in more than 20 provinces, districts and municipalities. Practice over the past few years shows that the diversion of taxes and profits has yielded some success in streamlining the distribution of profits between the state and the enterprises, and the leaders of the Party Central Committee and the State Council have affirmed this. Therefore, Deputy Director Liu demanded that the pilot areas be firm in the direction of diverting profits and taxes, analyze the pilot work in these years in a down-to-earth manner and put forward suggestions for improvement on the existing problems.
