1989年2月4日,文化部副部长英若诚、艺术局局长方杰在中央民族乐团宣布了关于该团实行艺术总监负责制和由刘文金担任艺术总监的决定。刘文金按照政府主管部门所给予的权限,以明确自己的责任,受命组建乐团领导班子,聘任副职领导成员。新的领导班子由艺术总监刘文金、艺术副总监赵咏山、总经理杨大成三人组成。他们将围绕着以艺术生产管理为中心的新体制,调动一切积极因素,深化改革,实现艺术家治团的明确目标。
On February 4, 1989, Vice Minister of Culture Ying Ruocheng and Bureau of Arts Fang Jie announced at the Central National Orchestra the decision of the artistic director responsible for the regiment and Liu Wenjin as artistic director. Liu Wenjin in accordance with the authority given by the government departments in order to clarify their own responsibilities, was ordered to set up orchestra leading group, hired deputy leadership members. The new leadership team consists of artistic director Liu Wenjin, deputy director of art Zhao Yongshan, general manager Yang Dacheng. They will revolve around a new system centered on art production management, mobilizing all positive factors, deepening reform and realizing the clear goals of the artists’ governing mission.
