一、绪言:行政程序法的意义1、行政程序的概念行政程序有多种概念。从广义上来说,行政程序指的是有关行政的所有程序。从这个意义上来讲,行政程序包括:属于事前程序的(1)行政立法程序;(2)确定计划程序;(3)首次行政处理程序;(4)政策契约程序,属于事后程序的(5)行政审判程序,以及其他的(6)政策执行程序;(7)行政处罚程序。狭义上的行政程序指的是行政程序法中作为约束对象的行政程序。
