乡镇是我国最基层的政权组织,是直接面对群众的一级政权,在目前这种压力型政治体制下,在各级政权层层往下签责任状的氛围之中,乡级政权在维护社会安定、落实政策等各方面就显得尤为重要。而乡级政权能否得到正常或超常的发挥,很大程度取决于党政一把手的学识、品德、能力以及他们的协同程度。那么,乡(镇)党委书记和乡(镇)长之间如何才能达到协同,使两人乃至整个班子、全体干部凝聚起来,形成合力?笔者走访了诸多乡镇后,再结合自身经验,就乡(镇)党委书记和乡(镇)长之间的协同问题谈几点看法。
The township is the most basic political organization in our country and a direct political power facing the masses. Under the present pressure-type political system, among the regimes at all levels, the township government is in the process of defending Social stability, the implementation of policies and other aspects is particularly important. Whether the township regime can get normal or extraordinary play depends largely on the knowledge, character, ability and degree of coordination between the party and government leaders. Then, how can the township (town) party secretary and the township (town) leader achieve synergy so that the two or even the whole team and all the cadres can come together and work together? After the author visited many towns and villages and combined with his own experience, (Town) party secretary and township (town) between the synergies talk about the views.
