古德诺在其经典著作《政治与行政》中虽然没有直接提出“政府间关系”这一术语,但他对国家控制与地方自治、地方自治与行政集权进行了一番辩证思考。处于转型期的中国市场经济体制虽已建立但还不完善,行政体制改革与政治体制改革正在进行但还不成熟,政府间关系呈现出一些前所未有的特点与问题。虽然古德诺的这些思想是在一个多世纪前提出的,但对我国政府间关系现实问题的解决具有重要的指导意义。 Although Goodnow did not directly refer to the term “intergovernmental relations” in his classic book Politics and Administration, he gave some dialectical thinking on state control, local autonomy, local autonomy and administrative centralization.
