韩国政府一直努力将经济的持续性增长与国民的生活水平及生活质量相联系。然而,韩国所面临的国内外环境的变化很可能会成为阻碍经济持续增长的绊脚石。要保持经济增长与社会发展,就需要保持一定程度上的平衡和平等,并克服社会排斥。相反,增长、可持续发展要求以社会融合为前提,克服社会排斥,为发展打下良好的基础。克服当前的经济危机,就要推进社会融合性的社会政策。韩国政府为应对发展的需求,正在推动各种社会融合政策,如采取绿色增长政策,以维持经济增长与生活质量之间的平衡;采取积极福利政策,以强化社会安全网。本文会先聚焦于韩国经济危机的现状和直接受到经济危机冲击的弱势阶层,其后考察社会融合的概念和国际动向,以及韩国政府为应对经济危机而采取的战略取向。
The Korean government has been working hard to link the sustained economic growth with the living standards and quality of life of its citizens. However, the changes in the domestic and international environment that South Korea faces are likely to become a stumbling block to the sustained economic growth. To maintain economic growth and social development, we need to maintain a certain degree of balance and equality and overcome social exclusion. On the contrary, growth and sustainable development require the premise of social integration, overcoming social exclusion and laying a sound foundation for development. To overcome the current economic crisis, we must promote social integration of social policies. In response to the demand for development, the South Korean government is promoting various social integration policies, such as adopting a green growth policy to maintain the balance between economic growth and quality of life and adopting a positive welfare policy to strengthen the social safety net. This article will first focus on the status quo of the Korean economic crisis and the disadvantaged strata directly affected by the economic crisis. Later on, we will examine the concepts and international trends in social integration and the strategic orientation adopted by the South Korean government in response to the economic crisis.
