国务院最近颁布了《关于进一步推进科技体制改革的若干规定》,重点突出两个“放活”:一是放活科研机构,促进多层次、多形式的科研生产联合,推动科技与经济的紧密配合;二是进一步改革科技人员的管理制度,放宽放活对科技人员的政策,为充分发挥科技人员作用创造良好环境。这是一个十分重要的决定,是我国科技体制改革在已经取得初步成效的基础上又迈出的新的一步。
The State Council recently promulgated the “Several Provisions on Further Promoting the Reform of Science and Technology System,” focusing on two “deactivations.” The first is to deactivate scientific research institutions and promote the multi-level and multi-modal cooperation in scientific research and production so as to promote the close cooperation between science and technology and the economy ; Secondly, to further reform the management system of science and technology personnel, relax the policy of deactivating science and technology personnel, and create a good environment for giving full play to the role of science and technology personnel. This is a very important decision and a new step taken by our country's scientific and technological structural reform on the basis of the initial results already achieved.
