政策实施是政策链条中不可缺少的重要环节,政策实施状况直接决定了政策目标能否实现及实现程度。文章为分析少数民族惠民政策实施情况,以W市清真肉食补贴政策为例,对政策实施状况展开分析。其结果表明,政策实施中存在着政策内容宣传不到位、政策文本解读不准确、政策执行方式不便民、政策惠及群体不全面等问题。为保障政策有效实施,应以民为本做好少数民族惠民政策优化设计、多管齐下实现少数民族惠民政策精准宣传、多方协作确保少数民族惠民政策有效执行。
The implementation of the policy is an indispensable link in the policy chain. The implementation status of the policy directly determines whether the policy goal can be achieved and achieved. In order to analyze the implementation of the policy of benefiting the ethnic minorities and taking the case of the Muslim meat subsidy policy in W City as an example, this article analyzes the status of the policy implementation. The results show that there are some problems in policy implementation, such as the lack of publicity of policy contents, the inaccurate interpretation of policy texts, the inconvenience of policy implementation and the incomplete policies to benefit groups. In order to ensure the effective implementation of the policy, ethnic minorities should be well-targeted to optimize the Huimin policy based on the people. Multi-pronged measures should be adopted to achieve accurate publicity for the policy of benefiting the ethnic minorities, and multilateral cooperation should ensure the effective implementation of the policy of benefiting the ethnic minorities.
