在近两年的农业综合开发贷款管理中,有些问题需要解决。笔者就此谈点个人看法:一、几个问题1、承贷主体难以落实。农业综合开发区多数生产力水平低,经济发展落后,土地经营分散,极少有较强经济实力承担大规模中低产田治理改造任务的承贷主体。特别是目前农业发展银行的机构现状不可能面向千家万户,逐一落实中低产田治理改造贷款债务,从而造成了中低产田治理改造贷款项目难找、贷款难放、放出难收的局面,影响了农业综合开发政策的落实。2、行政干预日趋严重。农业综合开发贷款的资金来源主要是人民银行借款,它区别于专业银行组织的存款。这就很容易给社会造成一种政策性信贷资金等同于财政资金的错觉。因此,有些政府及项目主管部门,违背信贷资金运行规律和信贷项目管理操作程序,超越权限,干预贷款项目,有的甚至越俎代疱、擅自答应贷款;有些项目单位则通过种种关系找领导批条子、要贷款。使得正当途径上报的较好
