近年来,四平市农村经济发展迅速,粮食生产持续稳步增长.但在发展的过程中,由于片面强调了粮食生产而忽视了其它,也逐渐暴露了一些新的问题.突出的表现是农村产业结构不合理,发展不平衡.从土地资源的利用来看,1983年,全市粮豆播种面积占总耕地面积的94.1%,而经济作物的播种面积却只占2.6%;从农业内部各业产值所占的比重来看,1983年,全市农业产值占农业总产值的83.54%,而林、牧、副、渔各业产值之和只占总产值的16.5%;从农、林、牧、副、渔各业产值的增长幅度来看,1983年,全市农业产值比1978年增长了109.3%,而林、牧、副、渔各业产值之和只比1978年增长了63.6%;从农村经济各业的比重来看,全市乡镇企业比重过小,1983年产值仅有2.7亿元,在整个农村经济中的比重不足五分之一,商业、运输、服务等其它行业所占的比重
