国家海洋局近年公布的海水系统检测数据表明,我国海洋安全已经处于严峻的情势下,海洋生物减少,海洋资源破坏严重,尽管国家加大整顿力度,但海洋整体环境仍然非常恶劣。造成这种严重后果的原因之一,就是保障海洋安全的规定存在缺位。随着海洋资源的破坏,海底环境自我恢复功能的退化,海洋污染成为威胁人类最主要的祸患之一。保障海洋生态安全、维持海洋生态体系逐渐成为人类面临的共同课题。
State Oceanic Administration announced in recent years, the sea water system test data show that China’s maritime safety has been in a harsh situation, the reduction of marine life, marine resources, serious damage, despite the state to increase rectification efforts, but the overall marine environment is still very bad. One of the reasons for this grave consequence is the absence of a provision guaranteeing maritime security. With the destruction of marine resources and the deterioration of the seabed environment’s self-recovery function, marine pollution has become one of the most important scourges that threaten human beings. The protection of marine ecological security and the maintenance of the marine ecological system have gradually become common issues facing mankind.
