修改立法条例十分必要2001年2月24日,《内蒙古自治区人民代表大会及其常务委员会立法条例》(以下简称立法条例)经自治区第九届人民代表大会第四次会议审议通过并颁布实施。全文共6章76条,对立法应当遵循的原则,立法准备,立法程序,地方性法规、自治条例和单行条例的解释等作出明确规定。实践证明,立法条例的施行,对规范我区地方立法活动、完善立法程序、提高立法质量、推进民主法制建设发挥了重要作用。
On February 24, 2001, the Legislation of the Inner Mongolia Autonomous Region People’s Congress and its Standing Committee (hereinafter referred to as the “Legislative Ordinance”) was reviewed and approved at the Fourth Session of the Ninth People’s Congress of Autonomous Region and promulgated and implemented. The full text of a total of six chapters 76, the legislation should follow the principles, legislative preparation, legislative procedures, local laws and regulations, autonomous regulations and the interpretation of the Ordinance to make clear provisions. Practice has proved that the implementation of the legislation has played an important role in regulating local legislative activities in our region, improving the legislative procedures, improving the quality of legislation, and promoting the construction of a democratic legal system.
