少数民族教育发展存在学校教育失位、漠视和误解民族教育功能、民族教育结构衔接不合理的问题。从结构功能主义的整体论、功能论、结构论出发,应通过减轻经济负担、满足就业需求以扶正学校教育的位置,实现家庭、社会、学校教育整体协同发展;正视、整合民族教育文化、经济、社会的多元功能,消解对民族教育功能的误解;应合理调整民族基础教育、预科教育以促进上、下结构的衔接,发展民族职业教育、师范教育以破除结构单一化,从而改善和优化民族教育结构。
