随着数据流量的爆炸式增长,用户对于网络带宽的需求在不断上涨,且对于当下低速率、高资费的宽带现状投诉依然较多,虽然运营商仍在提升网络承载能力,然而面对这一诉求,仍然有心无力。多位业界知名专家曾公开呼吁中国政府能够出台国家级的宽带战略,将宽带网络基础设施上升至国家战略资产的高度。这也成为多年来整个ICT产业的共同呼声。2012年初,发改委等七部委共同组织成立了“宽带中国战略”研究工作小组
