各省、自治区、直辖市财政厅(局)、农业发展银行分行、粮食局(厅):为保证粮食流通体制改革的不断深化,确保粮食风险基金及时足额到位并拨付到粮食购销企业,充分发挥粮食风险基金的资金效用,根据《国务院关于进一步完善粮食生产和流通有关政策措施的通知》(国发[2000]12号)的规定,现将粮食风险基金资金到位及拨付办法通知如下:一、各级财政必须把应负担的粮食风险基金纳入同级财政预算。为确保粮食风险基金专户有足额资金对企业拨付,中央对地方的包干补贴款按季均衡于每季第一个月底之前拨付到各省(区、市)财政厅
