自去年6月25日召开的“建立劳动争议调解联动机制动员大会”以来,市人力资源和社会保障局、市司法局和市总工会三方有效实施了劳动争议调解联动。在一年多的时间里,北京市18个区县和经济技术开发区全部建立了三方联动机制:成立领导小组,召开专门会议,制订并下发了本地区开展劳动争议调解工作的实施意见,形成了大量行之有效的工作经验。劳动争议调解联动机制的工作格局已经形成,重在调解的工作机制也初见成效。
