经过30年的改革开放,兵团在坚持屯垦戍边使命和党政军企合一管理体制不变的前提下,从改革团场体制机制人手,着力解决制约团场发展的深层次问题。从实行“一主两翼”改革到建立团场基本经营制度,进一步明确了承包职工家庭的生产经营主体地位和团场的经营管理主体地位。市场机制发挥日益重要的作用,改变了团场传统的高度集中统一的计划管理模式,初步建立起了“团场基本经营制度+其他配套制度+管理”为基本框架的体制机制,既适应市场经济的要求又保持了兵团特点,基本理顺了团场和职工的关系,有效调动了团场和职工两个积极性。
