目的了解北京市丰台区社区卫生服务中心突发公共卫生事件应急能力现状。方法采用横断面调查的方法,对辖区内22所社区卫生服务中心及全部医护人员进行统一问卷调查,内容包括机构设置情况、应急经费及物资储备情况、医护人员构成和应急相关能力储备。结果调查的22所社区卫生服务中心中,有20所设立了突发公共卫生事件应急科室,有9所储备了应急经费。共储备了127种医疗救援类装备,41种传染病控制类装备,中毒处置类装备、核与放射处置类装备和队伍保障类装备共计60件。共有医护人员1 616名,其中公共卫生专业人员85人(5.3%),高级职称人员97人(6.0%)。近5年中,参加过流行病学培训、卫生应急培训、院前急救培训的医护人员分别占86.1%、71.1%、74.5%。共有33.7%的医护人员参加过疫情处置和演练。结论经过多年建设,丰台区社区卫生服务中心应急能力得到了发展和提升,但仍存在不足。今后应继续健全应急管理体系,增加应急经费投入,完善物资储备,加强应急队伍的建设。
Objective To understand the emergency response status of public health emergencies in Fengtai District Community Health Service Center in Beijing. Methods A cross-sectional survey method was used to conduct a unified questionnaire survey on 22 community health service centers and all medical staff in the area, including the establishment of institutions, contingency funds and material reserves, the composition of health care workers and emergency-related reserve. Results Of the 22 community health service centers surveyed, 20 set up emergency department of emergency public health emergencies, and 9 reserved emergency funds. A total of 127 kinds of medical aid equipment, 41 kinds of infectious disease control equipment, poisoning disposal equipment, nuclear and radioactive disposal equipment and team security equipment totaling 60 pieces. A total of 1,166 health care workers, of whom 85 were public health professionals (5.3%), 97 senior staff (6.0%). In the past five years, 86.1%, 71.1% and 74.5% of the medical staff participated in epidemiological training, emergency health training and pre-hospital emergency training respectively. A total of 33.7% of medical staff participated in the outbreak treatment and exercises. Conclusion After years of construction, the emergency response capabilities of the community health service center in Fengtai District have been developed and improved, but there are still some shortcomings. In the future, we should continue to improve the emergency management system, increase the emergency funding, improve the material reserves and strengthen the contingent building.
