虽然信息和通信技术(ICT)被认为是重要的国家现代化工具,但对变革的抵触仍然可见。为什么会如此?本研究运用法国社会保障体系家庭子系统的5个不同资料库,在这项长达8年的干预研究基础上我们提出价值观能够成为模糊不清的电子行政发展动态中的一种(加速或阻碍)结构性元素。换句话说,在为实现公共服务现代化而引入或启动技术的过程中,面对由于引入新管理工具而产生的或加剧的价值观冲突,管理者的意义建构对于理解变革过程是非常关键的。基于这个研究结果,本文为管理者提出了行动建议,应在讨论中阐明这些价值观冲突,即使这要付出一定的成本。
Although information and communication technologies (ICTs) are considered as important national modernization tools, resistance to change is still visible. Why is this? Using five different databases of the French subsystem of the social security system, based on this eight-year intervention study, we propose that values can become a vague one in the development of electronic administration (Accelerating or hindering) structural elements. In other words, in the process of introducing or starting technology for the modernization of public services, the construction of the meaning of managers in the face of conflicting values arising from or introducing new management tools is critical to understanding the change process. Based on the findings of this study, this article presents action proposals for managers that should elucidate these values in the discussion, even if this involves a certain cost.
