民主为我国社会主义核心价值观之一,与文明、和谐、自由、平等、公正、法治等一同构成我国社会主义核心价值体系,是法治国家的基础和目标,构成国家发展、民族复兴、人民幸福的必要条件。深刻理解民主的意义、作用,养成民主意识和作风,在日常履行职责中坚持民主集中制原则,应该是掌握公共权力的官员必备的素质。官员民主意识浓,民主作风强,就会尊重宪法和法律,平等对待他人,乐于倾听他人意见,认真接受监督,不易出现滥用权力的腐败行为。相反,如果头脑中没有民主概念,嗜好家长制一言堂,唯我独尊,作风霸道,本身就是利用权力破坏民主原则,因此是滥用权力。滥用权力没有边界,往往会突破底线,出现以权谋私的腐败行为。

Officials with a strong sense of democracy and a strong democratic style will respect the Constitution and the law, treat others equally, listen to the opinions of others, accept scrutiny seriously and will not easily abuse their power to corrupt practices. On the contrary, if there is no concept of democracy in mind, preference for patriarchal means of dignity, self-respect and overbearing style are themselves the use of power to undermine the principle of democracy and thus abuse of power. Abuse of power without borders often breaks through the bottom line and corrupt practices that abuse power for personal gain appear.
