村级组织是党在农村工作的基础。但是,由于分户家庭经营的生产方式增加了村级工作的难度,村干部报酬偏低,使得一些村级组织不同程度出现了“瘫、软、弱、散”,对工作多数只能做到“春催种,秋催收”,对于发展经济,带领群众致富则心有余而力不足。经济条件较好地区的村干部,除财政给予的补助外,每年还能从群众中得到数百元的提成,经济条件较差地区的村干部不但报酬少,而且很难兑现。因此,不少地方存在“村干部难选,选上难当”的状况。最近,我们对大坝、复兴和保兴三个村进行了调查,发现这三个村都是通过立足自身实际发展集体经济来促进村级组织建设。发挥带领群众脱贫致富奔小康的作用。他们的经验是:
