多元化纠纷解决机制改革是中央部署的重要司法改革任务之一。从2004年到2014年,最高人民法院牵头这项改革任务,带动了各种纠纷解决机制的发展,使多元纠纷解决机制成为国家治理体系和治理能力现代化的重要方式之一。今后应从顶层设计、推广经验、统筹协调、创新方式、培育人才、推动立法、加强保障、更新理念等方面进行制度创新,最终建立系统完备、科学规范、运行有效的纠纷解决制度体系。
Diversification of the mechanism for resolving disputes is one of the important judicial reforms mandated by the central government. From 2004 to 2014, the Supreme People’s Court took the lead in this task of reform, which led to the development of various dispute resolution mechanisms and made the mechanism of plural dispute resolution an important way to modernize the state governance system and governance capacity. In the future, system innovation should be carried out in the aspects of top-level design, promotion of experience, co-ordination, innovation, cultivation of talents, promotion of legislation, enhancement of guarantee and renewal of concepts, and finally the establishment of a system of dispute resolution systems with complete systems, scientific specifications and effective operation.
