随着国家逐步开放报刊零售市场,报刊社为追求发行利润最大化,纷纷引入自办发行或委托二渠道发行,由此吸引众多外来资本或民营资本涌进市场,形成了邮发渠道与社会渠道共存的局面。因邮发渠道建设明显落后于社会非邮发渠道,致使邮政企业为了填补市场空白点,借助了社会渠道,于是产生了委托社会渠道发行邮发报刊的业务,即邮发报刊批销业务。
