水土保持是山区经济发展的生命线,是国土整治、江河治理的根本,是国民经济和社会发展的基础,是我们必须长期坚持的一项基本国策,水土保持利在当代,功在千秋。党中央、国务院对水土保持工作高度重视,提出了建设秀美山川的宏伟目标,为水土保持工作指明了方向。我省各级、各地认真贯彻落实党中央、国务院关于水土保持工作的指示精神,从国民经济可持续发展的高度出发,认真执行水土保持法,大力治理水土流失,努力改善生态环境,水土保持工作取得了显著成绩。但是,全省水土流失严重、生态环境恶化的现状还没有得到根本改变,治理水土流失任务还相当繁重。为进一步做好新世纪水土保持工作,2001年12月6号至7号,省水利厅和省人大农工委联合召开了纪念水土保持法颁布10周年暨全省水土保持工作会议,总结了水土保持工作的成绩和经验,分析了存在的问题,安排部署了“十五”时期水土保持工作。为进一步唤起各级领导、社会各界对水土保持工作的重视和关注,积极投身于治理水土流失、保护生态环境,现将这次会议的主要精神刊登如下,希望认真学习领会、贯彻落实。

However, the situation of serious soil erosion in the whole province and deterioration of the ecological environment have not been fundamentally changed, and the task of managing soil and water loss is still rather heavy. In order to further improve soil and water conservation in the new century, from December 6 to July 7, 2001, the Provincial Department of Water Resources and the Provincial People’s Congress of Agricultural Cooperatives jointly held the 10th Anniversary of Soil and Water Conservation Law and the Provincial Soil and Water Conservation Work Conference, Maintain the achievements and experience of the work, analyze the existing problems and arrange the deployment of soil and water conservation during the “Tenth Five-Year Plan” period. In order to further arouse the attention of all levels of leaders and all walks of life in soil and water conservation work, and actively participate in the management of soil and water loss and the protection of the ecological environment, the main spirit of the meeting is now published as follows, hoping to conscientiously study, comprehend and implement.
