省委六届五次全会通过的《中共河北省委关于推进农村小康社会建设若干重要问题的意见》,在正确分析我省农业和农村发展现状的基础上,按照全面建设小康社会的总体要求,明确提出了我省农村小康社会建设的奋斗目标和实施步骤。这是省委认真贯彻党的十六大精神,贯彻十六届三中全会和中央一号文件精神,紧密结合我省实际,提出的一个既鼓舞人心、又切实可行的奋斗目标,是对我省全面建设小康社会“翻两番、三步走”战略部署的进一步深化和具体化。深刻理解这一目标,重点要把握好四个方面。
