国务院领导谈国有小企业改革最近,国务院一位领导同志说:当前,国有小企业的放开放活工作中存在一些问题,各方面有些不同的意见和认识。应强调以下几点:一是国有小企业改革一定要坚持多种形式并举,而不能采取简单划一的办法,搞一风吹。二是要坚持国有小企业改革改组的正确方向。经过改革改组后,绝大部分仍应是不同组织形式的国有经济或者集体经济,出售给私营或个体经济的应是少数。特别要鼓励改组为集体经济性质的股份合作制。必须明确,集体经济不是公有制经济中的低级形式或过渡形式,而是要积极支持、

There are some different opinions and understandings from various aspects. The following points should be emphasized: First, the reform of state-owned small enterprises must adhere to a variety of forms and actions, but it is impossible to adopt a simple and uniform approach and engage in a wind blow. The second is to insist on the correct direction of the reform and restructuring of small state-owned enterprises. After reform and reorganization, the vast majority of the state-owned economy or collective economy should still be in different organizational forms. The sale to the private or individual economy should be a minority. In particular, it is necessary to encourage the restructuring of the stock cooperative system that is of a collective economy nature. It must be made clear that the collective economy is not a low-level or transitional form of the publicly-owned economy, but actively supports it.
