In November 2011, the State Council formally approved the “Overall Development Plan of Pingtan Comprehensive Experimental Zone”. As the key point of Hercynian construction, the open-up and development of Pingtan has risen to a national development strategy. Due to the current low level of development in Pingtan, speeding up industrial development is undoubtedly the most basic and crucial task in the construction of the experimental zone, and actively carrying out industrial cooperation across the Taiwan Strait. In particular, the cross-Strait cooperation in modern service industry has become the focus of Pingtan’s industrial development plan . Pingtan
