村级债务沉重是当前农村经济社会发展中的一个突出问题。村级债务积累的时间长,成因复杂。一些村被沉重债务所累,无力发展经济和公益事业,有的甚至导致基层组织运转困难,干群关系紧张,严重影响农村税费改革政策落实和农村社会稳定。为此,湖北省出台了《关于积极稳妥化解村级债务的通知》(鄂政发〔2003〕21号)。《通知》指出,化解村级债务,必须坚持依法依规,实事求是,公开、公正、公平,量力而行的原则。各地要从当地实际出发,制定切实可行的清查方案,认真搞好村级债权债务的全面清查核实工作。全面清查、分类登记、审查核实、张榜公布、逐级汇总上报。对核实后的村级债权债务,要积极稳妥处理,分期公批,逐步化解。具体化解方式要实事求是、灵活多样,那种措施适合本地村级债务化解的,就采取那种措施;那种办法得到基层干部和群众认可的,就采取哪
Village-level debt is a prominent issue in the current rural economic and social development. Village-level debt accumulation for a long time, complex causes. Some villages were burdened by heavy debts and were unable to develop their economy and public welfare undertakings.
